Provision of public services is a complex task for any level of government. The US government designed the Shared Municipal Service Incentive to make to increase the efficiency and effectiveness of local service delivery.

OBJECTIVE

The Shared Municipal Service Incentive program is a $2.75 million dollar was created help the municipalities with their work of consolidating local government services, save on taxes, and reduce spending by the government (New York State Association of Counties, 2006).

ISSUE OVERVIEW

The New York counties began as entities of the state with the duty of carrying out specific functions on behalf of the government at the local level. As time goes by, the counties have grown into separate regional governments with assigned responsibilities and distinctive powers. For instance, the counties have the duty of providing quality services to the population, public safety, health care, and maintenance of roads within the county (New York State Association of Counties, 2006). The policy will permit the local governments to apply for grant monies to be used in the various projects to be accomplished.

STAKEHOLDERS

In order to develop the program, the following were the stakeholders involved; representative of government who is an NYS Senator, businesses, and citizens. The need to include these stakeholders was to avoid the failed outcomes such as that of the Buffalo government modernization initiative that was widely perceived to be created entirely in a safe space without other interests having a voice. The NYS senator and the citizens fully support the Policy while the businesses are against the program.

RECOMMENDED PROSPECTIVE WORK

The program is aimed at using $5.5 millions in grant funding for existing municipal service mergers, $4 millions in grant funding for consolidation of local highway services, $4.5 funding of local employee health, and $1 million in grant funding for a new countrywide-shared services program.

HEADLINE AND NARRATIVE

The NYSAC advocated for the changes before their enactment by providing evidence to the New York State Assembly committee on local Governments and the Committee on Government Operations (New York State Association of Counties, 2006). This was done in order to outline the importance of the expansion program for the continued success of the municipal projects across the state.
